Daily turnover in Korea's single-stock leveraged ETFs was 12.4 trillion won on July 30 and 700 billion won on August 11 — a drop of 94.35%. From the regulator's side that reads as success: in the first nine trading days of July, retail investors lost roughly 8.8 trillion won in these products. The leverage did not disappear; it relocated.

What the Rules Actually Say

The Financial Services Commission announced the package on July 16: an account must hold 30 million won (about $21,500) in cash, triple the old 10 million threshold; the minimum trading unit went from one share to twenty, mandatory education from two to three hours, new listings were suspended and advertising barred.

From August 19 a new investor must also complete five trading days of simulated trading on the Korea Exchange site, at least an hour a session, to "expose investors to features such as negative compounding before they use real money". The same day the premium a liquidity provider may tolerate fell from 3% to 2% at home and 6% to 5% overseas.

The Reach of the Instrument

The text governs leveraged funds listed in Korea and tied to a single stock; index- and sector-based funds were left out, and for overseas-listed products only the pricing-gap threshold changed.

A Korean investor already has an overseas account at the same brokerage and can buy SOXL — the New York fund that triples the daily move of the semiconductor index — from the same screen, under none of those conditions. On July 16 SOXL became Korean retail's largest overseas net purchase at $505.79 million and TQQQ took in $31.96 million, jumping from 13th to 2nd; neither had been in the year's top 50. Over two sessions on August 12 and 13 SOXL took in $662.85 million, making it the fourth-largest US position among Korean investors against tenth in April.

Between August 1 and 20 the 50 US securities Korean retail traded most settled at $16.02 billion, $6.95 billion of it leveraged, total volume down 11.7% — less trading, more of it levered. Hong Kong products doubling Samsung Electronics and SK Hynix are another 12.4% of that top 50: the banned product is available elsewhere, from the same account.

The Mechanism: What the Step From 2x to 3x Costs

This is why Korea imposed the simulation requirement; where it does not apply the arithmetic is unchanged, only the lesson missing. More: What Is Leverage? and Volatility.

On August 27 the Kospi opened 187.91 points higher at 6,996.12, near 7,000 for the first time in seven sessions; at 9:05 a.m. SK Hynix was up 5.45% at 1.78 million won and Samsung Electronics 3.25% at 270,000 won, foreigners buying 53.9 billion won at the open and past 200 billion within fifteen minutes.

The cause was Nvidia's overnight results: revenue of $96.22 billion, up 106%, guidance of $108 billion, and memory supply tight through the end of fiscal 2028 — which for a memory maker means pricing power.

An index rising does not make the investor who levered into it whole: the Kospi is still roughly 25% below its July 19 high of 9,385.59, needing a 34% gain, and Korean retail's cost basis in SK Hynix was 2.28 million won at end-July against 1.78 million today, a 22% gap needing a 28% rise. For the roughly 320,000 accounts liquidated in July none of this applies — once a position is closed, the recovery has no surface to touch.

Leverage Is Rebuilding

The margin balance set a record of 38.4786 trillion won on June 19, fell to 27.4 trillion by August 4 and stood at 30.93 trillion on August 13, a 13% recovery off the trough. Cash deposits went the other way: from a June 4 peak of 139.69 trillion won to 97.93 trillion on August 11 and 100.07 trillion on August 13, 28% below.

By JPMorgan's estimate, net assets in Korea-linked leveraged ETFs fell from $50 billion at end-June to $26 billion, about 75% of the way to an appropriate $18 billion; the note keeps a 12-month Kospi target of 12,500. A completed contraction does not mean leverage has fallen — only that leverage in that product has.

The Other Side

Reading It As a Successful RuleReading It As Displacement
Turnover in the offending product fell 94%Demand moved to products the rule cannot reach
Simulation and education teach the arithmeticThey do not touch a US 3x fund
The domestic product was more volatile, tied to one companyA US 3x fund decays three times as fast as a 2x

An asset management executive told the Seoul Economic Daily in July that "investment demand will spread to other overseas leveraged products not subject to the regulation". Another argued that making investing inconvenient would not change investors already used to leverage.

What Is Left

On August 2 the commission moved to give itself emergency authority to adjust leverage ratios when volatility spikes; whether that reaches overseas-listed products is unclarified. Watch that scope, and the margin balance's distance from its 38.48 trillion won June record.

For a restriction to protect an investor, its reach must be as wide as the investor's. In Korea it is not, and risk management and ETFs begin with knowing where that gap sits.
